Local “Majors” League Rules

Spring 2013


1)  The HOME team prepares the field before all games.  The HOME team is also responsible for providing two new baseballs and all backup balls before all games. The VISITING team is also responsible for putting up score board controls, getting someone to operate the scoreboard during the game, raking the field and pitcher’s mound after the game, turning off the field lights, switching off the scoreboard after the game and locking up the press box and unplugging controls in press box.

2)  Games will be played with a 1:45 time limit on weekends (Fri.-Sun.).  Early games on weekdays (Mon.-Thur.) will be played with a 1:35 time limit. The 1:45 time limit will apply on the second game.  A new inning will not begin after this time.  If games are tied after the time limit, they end as a tie.  Regardless of the game situation, the lights must go out at 10:00 pm under all circumstances.  The game will be suspended and completed at a later date.

3)  On deck batters are not permitted.  Pitchers may warm up outside the dugouts with an adult or teammate, but the catchers must wear the protective cups and masks at all times.

4)  All players will bat in consecutive order.

5)  Every effort should be made so that no player begins consecutive games as a substitute.

6)  No player may sit out more than one inning. In the event of extra innings, a player may sit a second time.  If a violation of this rule occurs, a forfeit will be declared.  Exception:  If the starting pitcher is still pitching and has not met his maximum pitch count for the game (85), he may continue in the 6th inning without having to be substituted.  Immediately after he has met his maximum pitch count, he must be removed from the game for the remainder of the inning.

7)  Two adults will be used as base coaches at all times.

8)  Managers will be allowed to stand in front of the dugout entrance.  All other coaches must remain in the dugout at all times.  The gates must be closed at all times.

9)  Games must begin with at least eight players.  If a team does not have eight players at game time, ten minutes will be given as a grace period.  After this time, a “forfeit” will be declared by the umpire.  This rule is for every game.

10)Substitution Players:  If a temporary substitute player is needed, a player from the minors division may be pulled up as a substitute player for that team in that game only.  These substitute players may not pitch, must bat last in the batting order, and must be pulled from your same division (American or National).  In the event a team's "rostered" player arrives either before or during the game, thereby providing his team with 9 rostered players, the manager may at that point elect not to play the substitute. If the substitute player elects to leave the game, after the rostered player arrives, it will not be recorded as an out. If the manager elects to allow the substitute to play (as a 10th player), he will only be allowed to bat and will not play the field (unless an injury occurs during the game at which point the substitute player may play defensively).

11)All games will be played as scheduled.  Only Brock Austin (Chief Umpire) and/or Jeff Cheek (Commissioner) may cancel a game.

12)The pitcher must be removed when he hits a batter twice in the same inning or three times during a game.

13)If a player is injured on a play and cannot run the bases, a courtesy runner may be used.  This runner will be the one that made the last out of the inning.  If a player is unable to play due to sickness or an injury, it will not be counted as an out.

14)A base runner must slide at home plate if in the opinion of the umpire, there is a “play being made at the plate” which could cause injury absent this rule being in effect. 

15)The slaughter rule will be used (as per Little League rulebook).

16)When there are two outs in the inning, the runner that made the last out will run for the catcher in all circumstances in an attempt to speed up the game.

17)The one per inning offensive conferences will strictly be enforced.



*If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed.

*If a player pitches 51-65 pitches in a day, three (3) calendar days of rest must be observed.

*If a player pitches 36-50 pitches in a day, two (2) calendar days of rest must be observed.

*If a player pitches 21-35 pitches in a day, one (1) calendar days of rest must be observed.

*If a player pitches 1-20 pitches in a day, no (0) calendar days of rest must be observed.
